Fish vendor Hsu Chiao, brought up in straitened circumstances, has a quick and impulsive temper. Besides, his burly and furious contour impresses others as a villain. He gambles with others after work and is taken to the police station, where he is teased by the cops.
After graduation, Lo Wen-Ya enthusiastically takes up an appointment as Probation Officer in Court. Nurtured from childhood in a "greenhouse", she fails to gain a better insight into the sad plight of the underdogs and rather bungles in handling cases.
After flopping in handling the first case of juvenile delinquent, she become pre-occupied and nearly gets injured by a car driven by Hsu Shao-an. She subsequently makes his acquaintance through the introduction of Liu Ching.
Not submitting to extortion to pay a protection fee, Hsu Chiao offends the gang. They kill and old rich woman after Chiao went to her home to cut a fish for her, and frame him for the murder.
