Loo peategelaseks on kartmatu optimist Anna, kes asub raskele teekonnale, abiks tahumatu mägilane Kristoff ning tolle ustav põhjapõder Sven. Anna eesmärgiks on otsida üles oma õde Elsa, kelle jäine võlujõud hoiab kogu Arendelli kuningriiki igavese talve vangistuses. Kõrgel mägedes võitlevad Anna ja Kristoff tuiskude, laviinide ja lõikava pakasega ning kohtavad müstilisi trolle ja naljakat lumemeest nimega Olaf. Seejuures ei unusta nad hetkekski, et kogu lumme mattunud kuningriigi saatus on nende kätes.

Miks sündis Elsa siia ilma võluvõimetega? Tõde mineviku kohta ootab teda, kui ta võtab ette rännaku tundmatusse, mis viib ta Aarendellist kaugele nõiutud metsadesse ja Tumeda mere kallastele. Vastused nendele küsimustele kutsuvad teda, aga samas ohustavad need ka tema kuningriiki. Koos Anna, Kristoffi, Olafi ja Sveniga võtab Elsa ette ohtliku ent uskumatu rännaku. Eelmises filmis seisis Elsa silmitsi hirmuga, et tema võimed on teda ümbritseva maailma jaoks liiga tugevad. Selles uues seikluses peab ta aga lootma, et nendest piisab.
